Mr. Carvalho has over 40 years of experience in the Transport Industry. Holds a degree in Economics from Instituto Superior de Economia of Universidade Técnica of Lisbon and a degree in Nautical Studies from Escola Nautica Infante D. Henrique

Is currently the Chairman of the Board of AMT - the first Portuguese independent multimodal transport regulator that was created in July 2015

Is also theVice-President of Conselho de Diretores das Estradas dos Países Ibero Americanos (DIRCAIBEA)

Was from 2012 to June 2015 the President of Instituto da Mobilidade e dos Transportes (IMT) a Government multimodal transport entity aiming to supervise, protect and promote the interests of the transport sector,including railway infrastructure and rail transport, namely by promoting the legal, economic and technical regulamentation of railway activity and the access to infrastructure; promoting the updating, modernization and harmonization of the technical regulamentation of the railway system; the introduction of technical improvements in the infrastructure, rolling stock, maintenance and other means of operating rail transport, with the aim of improving the safety, interoperability and efficiency of rail transport operations; assisting the Government in the coordination and planification of the land transport infrastructure sectors, promoting the safety, quality and rights of consumers

Was the President of Instituto Portuário e dos Transportes Marítimos (IPTM)

Was advisor in several Governments for the Transport Sector

Had integrated numerous Associations and Companies related with Port Community, as Chairman and Member of the Board, playing a key role in the evolution of the sector
