General Remarks on EC proposal for a Regulation on the use of railway infrastructure capacity in the Single European railway area

The members of the Independent Regulators’ Group - Rail today have approved its General Remarks on EC proposal for a Regulation on the use of railway infrastructure capacity in the Single European railway area. The document is published here.  

The European Commission has proposed a Regulation on the use of railway infrastructure capacity in the single European railway area, amending Directive 2012/34/EU and repealing Regulation (EU) No 913/2010 (COM (2023)443) and the European Parliament and the European Council started its evaluation in the committees. In response, IRG-Rail members have developed a common position of the European Commission’s intentions for better capacity allocation and traffic management. The general remarks point out deficiencies in the rights and obligations of various stakeholders in the legislative proposal.   

The IRG-Rail Chairs, Annegret Groebel and Karsten Otte, welcome the possibility to support the European Commission’s work on the proposal.
