The Regulatory Bodies of Austria, Bulgaria, Croatia, Denmark, Estonia, Finland, the former Yugoslav Republic of Macedonia, France, Germany, Greece, Hungary, Latvia, Luxembourg, the Netherlands, Norway, Poland, Slovakia, Slovenia, Spain, Sweden, Switzerland and the United Kingdom signed a memorandum of understanding to cooperate in IRG-Rail.

IRG-Rail met for a Plenary Meeting in London to agree on a position paper on the Fourth Railway Package. In the document IRG-Rail welcomes positive steps of the Commission, but also raised a number of areas of concern.
